Meet the Committee

Julien Bigot holds a PhD in computer science and works as a permanent CEA Research Scientist at Maison de la Simulation. His main research interest is related to programming models for HPC applications. He focuses on separation of concerns between performance optimization and semantics, both for algorithm expression and data analytics. He co-leads Exa-DoST, the project of NumPEx building the French data-oriented Exascale software stack. He also leads CExA, the project of the CEA to contribute to Kokkos and port applications to GPU based on this.

Todd Gamblin is a Distinguished Member of Technical Staff at Lawrence Livermore National Laboratory (LLNL). He created Spack (spack.io), a widely used open-source package manager for high performance computing, partially sustained by the PESO project. He is a co-founder of the High Performance Software Foundation (hpsf.io). At LLNL, he works on software and future computing strategy in the Advanced Technology Office in LLNL’s Livermore Computing division, and he leads a number of research and development projects focused on software integration.

Damien Lebrun-Grandié is a Senior Computational Scientist at Oak Ridge National Laboratory with over a decade of experience in the field. He holds a PhD in Nuclear Engineering from Texas A&M University, a MSc in Physics from the Karlsruhe Institute of Technology in Germany, and a MEng in Physics Engineering from Grenoble INP in France. His research focuses on developing algorithms and enabling technologies for solving large-scale, complex engineering, and scientific problems.
As a founding member of the High Performance Software Foundation, Damien was instrumental in getting the organization started and continues to play a leading role on the Governing Board, representing the Technical Advisory Council. He is also the co-lead of the Kokkos C++ performance portability project, where he oversees a large international team of developers and researchers. Additionally, he represents ORNL on the C++ Standards Committee, where he has been a key contributor to foundational features for scientific computing like std::mdspan in C++23 and std::linalg for C++26.

Megan Phinney earned a BS in computer engineering at Iowa State University in 2022. She joined Los Alamos National Laboratory (LANL) in 2020 as an undergrad student and was promoted to staff scientist in 2022. During her time as a student she was awarded the Distinguished Student Performance Award in 2021. At LANL, she works on container runtimes and workflows as a part of the Charliecloud project. She also provides user support for HPC systems. In her free time, she enjoys reading and playing with her pit bull.

LAINE M. RAYBOURN, Ph.D. is a social scientist in the Statistics & Human Systems Group (Applied Cognitive Science) in the Applied Information Sciences Center at Sandia National Laboratories. She focuses on the future of remote work, virtual teams, immersive virtual environments, transmedia learning, methods for software productivity, and scientific visualization. Elaine is the Sandia National Laboratories Institutional PI for the Department of Energy’s (DOE) Exascale Computing Project (ECP) Interoperable Design of Extreme-scale Application Software (IDEAS) where she leads PSIP and the ECP panel series Strategies for Working Remotely. Her research in remote work has been featured in The Association of Computing Machinery’s The Communications of the ACM, the Department of Energy Office of Science ASCR Discovery, the podcasts Science in Parallel, Let’s Talk Exascale, and at several international conferences for High Performance Computing, Networking, Storage, and Analysis (SC) and Human Computer Interaction. Her research in transmedia learning, games, and immersive simulations has been featured at GDC, SXSW-EDU, UNESCO Futures Literacy Summit, and in her TEDx talk on transmedia storytelling for next generation learning ecosystems. As a Fellow of the European Research Consortium for Informatics and Mathematics (ERCIM), she has worked with software teams at Fraunhofer FIT in Germany, the French National Institute for Computer Science (INRIA) in France, and BT Global Research and Development in the UK. She holds a Ph.D. in Intercultural Communication with an emphasis in Human Computer Interaction from the University of New Mexico, and a Graduate Certificate in Modeling & Simulation of Behavioral Cybersecurity from the University of Central Florida. Elaine contributes to the scientific community as a reviewer and by serving on several editorial boards of international journals. She has served on advisory boards for NASA, the Game Developers Conference (GDC) Serious Games Summit, and Orlando Science Center Otronicon Interactive Technology Expo. She was the 2011 GameTech Program Chair, the 2019 International Training Technology and Education Conference (IT²EC) General Conference Chair, and the 2021 Scientific Visualization & Data Analytics Showcase Chair of The International Conference for High Performance Computing, Networking, Storage, and Analysis (SC21). Elaine is a recipient of the Department of the Army Award for Patriotic Civilian Service, awarded to her by the U.S. Army Special Forces; the 2007 New Mexico Information Technology & Software IT Excellence Award for Best Solution in Innovative Research, and has been named by Sandia Women’s Action Network (SWAN) Council (NM) and Sandia Women’s Connection (CA) as one of the Outstanding Women of Sandia National Laboratories.
