From Building the Rails to Delivering Value: 2026 State of Open Source in Financial Services
Nov 4, 2026 • 1:05 PM-1:15 PM
Hall 1
Ten years ago, major financial institutions came together to figure out how to collaborate in the open on the challenges they shared. Today, that model has matured, with a strong track record of growth and a new question: what should the industry tackle together next? In this keynote, Hilary Carter (Linux Foundation Research) and Tosha Ellison (FINOS) briefly trace a decade of FINOS, from building the foundations for trusted collaboration to a maturing ecosystem increasingly focused on measurable value. They’ll share key findings from the 2026 State of Open Source in Financial Services report that point to a turning point: contribution is accelerating, the motivations for consuming and contributing are evolving, and agentic AI is moving from pilot to production, bringing new challenges and opportunities with it. Discover what the industry’s sixth annual open source study reveals about how far financial services has come, and where collaboration goes next.

Bill Foster
U.S. Representative, Illinois' 11th Congressional District
U.S. House of Representatives
Congressman Bill Foster is a scientist and businessman representing the 11th Congressional District of Illinois, a position he’s held since 2013. He is the only PhD physicist in Congress. Bill serves on the House Financial Services Committee where he advocates for consumer protections and an economy that works for everyone. In response to the Great Recession, he helped create several important reforms in the financial services and housing markets, including the Dodd-Frank Wall Street Reform and Consumer Protection Act. He currently serves as the Ranking Member of the Subcommittee on Financial Institutions. Bill also serves on the House Science, Space, and Technology Committee where he fights for evidence-based policies and forward-thinking approaches to some of our country’s most pressing issues, including climate change and energy innovation. One of Bill's top priorities in Congress is to be a champion for sustained federal funding for scientific research. In the 118th Congress, Bill was appointed to the House Bipartisan Task Force on Artificial Intelligence by Minority Leader Hakeem Jeffries. The purpose of the task force was to explore how Congress can ensure America continues to lead the world in AI innovation while considering guardrails that may be appropriate to safeguard the nation against current and emerging threats. In the wake of the devastating COVID-19 pandemic, Bill was named to the House Select Subcommittee on the Coronavirus. The Select Subcommittee is charged with examining the federal government’s response to the COVID-19 crisis, including the use of taxpayer funds to mitigate the public health and economic consequences of the pandemic. Bill's business career began at age 19 when he and his younger brother co-founded Electronic Theatre Controls, Inc., a company that now manufactures over half of the theater lighting equipment in the United States. Before he became a Member of Congress, Bill worked as a high-energy physicist and particle accelerator designer at Fermi National Accelerator Laboratory (Fermilab). He was a member of the team that discovered the top quark, the heaviest known form of matter. He also led the teams that designed and built several scientific facilities and detectors still in use today, including the Antiproton Recycler Ring, the latest of Fermilab's giant particle accelerators. Bill lives in Naperville with his wife Aesook, who is also a physicist. Bill has two adult children, Billy and Christine. Bill's father was a civil rights lawyer who wrote much of the enforcement language behind the Civil Rights Act of 1964.

The Software Supply Chain Isn't Being Hacked. It's Being Manipulated.
Nov 5, 2026 • 2:00 PM-2:15 PM
Hub 4
For years, software supply chain attacks were about getting malicious code into repositories. Today they're about getting developers to choose it. AI has dramatically accelerated how software is discovered, evaluated, and adopted. Attackers have responded by targeting the decision-making process itself through impersonation, developer-focused malware, and attacks designed to influence dependency selection before software ever reaches production. This talk presents research into how software supply chain attacks have evolved from mass distribution into precision influence campaigns and why traditional security models that focus on vulnerabilities after software has been chosen are increasingly too late. The next frontier isn't securing code. It's securing how software gets chosen.

Sustaining the Commons: Bridging AI-Paced Security with Upstream Open-Source Communities
Nov 4, 2026 • 2:23 PM-2:28 PM
Hall 1
As AI accelerates both software development and vulnerability discovery, the workload on open-source maintainers has reached a tipping point. Finding security flaws at mechanical speed is no longer the main challenge; the real bottleneck lies in responsible remediation, long-term backporting, and maintaining upstream integrity without overwhelming community maintainers. This 5-minute talk will discuss how collaborative open-source security models bridge the gap between enterprise security needs and community health. We will discuss the mechanics of coordinated disclosure, backporting critical security fixes to legacy packages, and the importance of upstream-first contributions. Attendees will leave with key insights into how sustained investment in foundational libraries strengthens the global software supply chain for maintainers and enterprise consumers alike.

Agents on a Leash: Deterministic Agentic AI for Financial Services
Nov 4, 2026 • 5:15 PM-5:50 PM
Hall 1
Large Language Models (LLMs) offer powerful reasoning and automation capabilities, but their probabilistic nature conflicts with the determinism, explainability and auditability required in financial services. This session presents a practical architectural pattern for agentic AI: LLMs as bounded cognitive components orchestrated by BPM-based workflow engines, such as Fluxnova. Rather than deploying autonomous agents as opaque black boxes, this approach embeds LLMs within explicit and versioned business process models. BPM orchestration governs control flow, approvals, escalation paths, exception handling, and audit checkpoints, while LLMs are invoked for well-scoped tasks such as document extraction, classification, summarization and recommendation generation. The result is agentic behavior that is powerful yet constrained, flexible and governed. Every outcome can be traced through a BPM execution graph, showing inputs, policies applied, LLM interactions, and human-in-the-loop decisions. We illustrate this pattern in the context of a financial use case to demonstrate how institutions can safely scale agentic AI while meeting regulatory, risk, and audit expectations.

Who’s in Control? Governing AI Agents with FDC3 and Fluxnova
Nov 4, 2026 • 4:30 PM-5:05 PM
Hall 1
An AI agent can analyse a portfolio, suggest a trade and call the tools to execute it. But who decides whether it should? This session demonstrates an approach to governing agent actions using FDC3 and Fluxnova. In a commodities trading scenario, we connect an AI agent to desktop applications through FDC3 Sail, then introduce independent governance plugins that inspect requests and allow or block actions before they reach their destination. Fluxnova brings process orchestration into the picture, coordinating checks and human approval where required. We'll explore practical steps application developers can take to build AI-ready governance throughout the lifecycle of their systems, translating governance standards into design decisions, runtime policy enforcement, monitoring and controls that adapt as capabilities evolve. Expect a working demo, some deliberately questionable agent decisions, and a discussion about what it takes to keep humans meaningfully in control.
